The
usual way of getting grey tones when drawing is to dilute black ink with water,
but Freddie Williams goes with washing a pencil with water to create tones in
his art.  It’s probably up to personal preference though because the
results don’t look that different.

Generally
when doing grey tones you’ll want to start with very light inking like he does
then go over with the solid blacks after the grey tones have been put down.
